Lake Saigawa Hakucho (Sai River Swan Lake)

A Peaceful Winter Lake Where Swans Gather in Azumino

Lake Saigawa Hakucho is a scenic man-made lake located along the middle reaches of the Saigawa River in the Toyoshina area of Azumino, Nagano Prefecture. Surrounded by the peaceful landscapes of the Azumino countryside, the lake offers visitors a chance to enjoy the changing beauty of nature throughout the year.

The lake was originally created when a water intake dam was built across the Saigawa River for hydroelectric power generation. Today, however, it is best known as one of Azumino’s most memorable winter destinations, when large numbers of swans arrive from northern regions to spend the colder months here.

A Winter Home for Migrating Swans

From around October through April, swans migrate to Azumino from areas around Siberia and other parts of northern Eurasia. They spend the winter around Lake Saigawa Hakucho, resting on the calm water and feeding in the surrounding area.

In some years, more than 1,000 swans may gather here, creating a spectacular scene against the mountains and winter sky. Watching the birds glide quietly across the lake is one of the quintessential experiences of winter in Azumino.

Early winter mornings are particularly beautiful. As the surrounding air becomes crisp and clear, swans may take flight from the still surface of the lake, creating an unforgettable scene of wings, water, and mountain scenery.

A Convenient Destination for Travelers

Lake Saigawa Hakucho is relatively easy to reach, making it a convenient stop for travelers exploring the Azumino area. It is approximately a 20-minute walk from JR Tazawa Station, while the lake is also close to the Nagano Expressway’s Azumino Interchange.

Near the lake is Swan Garden Azumino, a shopping center featuring a large swan monument that welcomes visitors. After observing the swans, travelers can stop here to browse local products, regional specialties, and souvenirs, making it easy to combine nature sightseeing with shopping.

How the Lake Was Created

The history of Lake Saigawa Hakucho dates back to 1923, during the Taisho period. At that time, Azumi Electric constructed a water intake dam on the Saigawa River as part of a hydroelectric power project serving what is now the Akashina Power Station.

The dam became known as Saigawa Dam or Saigawa Hikaru Dam, and the reservoir formed behind it eventually became known as Lake Saigawa Hakucho. The facility is now managed by Chubu Electric Power and continues to serve its role in hydroelectric power generation while forming part of the local landscape.

The First Swans and Local Conservation Efforts

The arrival of swans in Azumino is a relatively recent chapter in the area’s history. The first recorded sighting took place on December 31, 1984, when a family group of five swans was discovered.

The following year, local residents succeeded in attracting the swans with food, helping establish Azumino as a reliable wintering area. In 1985, local volunteers formed the Alps Swan Association to support swan conservation, observation, and environmental protection around the lake.

The association and local community have continued their efforts over the years. Their activities have helped create an environment where visitors can enjoy the swans while learning about the importance of living alongside wildlife and protecting the habitats that support migratory birds.

Nature Beyond the Swans

Although the swans are the main attraction in winter, Lake Saigawa Hakucho is not limited to a single season. The surrounding scenery changes dramatically throughout the year, offering a different atmosphere with every visit.

In spring, snowmelt from the surrounding mountains feeds the clear waters of the Saigawa River, while fresh greenery begins to spread across the landscape. Summer brings bright blue skies and lush vegetation, creating a refreshing riverside setting. In autumn, colorful foliage adds warm tones to the water and surrounding scenery.

In winter, the landscape becomes especially serene. The combination of white swans, clear mountain air, the river, and the distant Northern Alps creates a quintessential Azumino panorama.

A Place Where Nature and Community Meet

Lake Saigawa Hakucho is more than simply a place to watch migratory birds. It is a fascinating example of how a landscape originally created for human infrastructure has developed into an important habitat for wildlife and a beloved destination for visitors.

The sight of swans resting peacefully on the water, surrounded by the mountains of Azumino, reflects the region’s close relationship with nature. The conservation work carried out by local residents also adds an important human dimension to the experience.

Experience the Quiet Beauty of Winter in Azumino

For international visitors exploring Nagano, Lake Saigawa Hakucho offers a peaceful alternative to the region’s more famous mountain and hot spring destinations. The spectacle of hundreds or even more than a thousand swans gathering on the lake is particularly memorable, while the surrounding countryside provides a glimpse of everyday rural Azumino.

Whether you visit in winter to see the migrating swans or in another season to enjoy the riverside scenery, the lake provides a tranquil opportunity to experience the natural beauty of the Azumino region.
